What is the Site Allocations Local Plan?

Camden is a unique place, and at the heart of this special borough are its incredibly mixed communities. In places it is built up, part of a global metropolis at the heart of London and the nation’s economy. Elsewhere, it has quiet residential streets, village greens, open parks and the amazing urban forest of Hampstead Heath.

The Site Allocations Local Plan builds on existing policies in Camden’s Development Plan by setting out policies for how key development areas/sites should be developed in the future. It aims to ensure that planning for key development sites respects the local character of the surrounding area and meets the needs of local communities and businesses. Each policy is unique so that it can respond to local and site specific issues and opportunities. Policies set out things like proposed land uses, key design considerations and how many homes the site should deliver. These policies will be used (where relevant) to help assess new development proposals (planning applications) in the borough.

In preparing the Site Allocations Local Plan the Council identified and assessed over 220 sites. The sites included in this Plan were assessed as being suitable for development within the next 15 years.

What types of policies are in the Plan and how will they work?

The Plan includes 3 different types of policies:

  • Area-wide policies that apply to any major development proposal within that area.
  • Detailed site policies which set out development principles for specific sites (NB: some of these sites will also be covered by area policies as well); and
  • Basic site policies that only make a recommendation regarding the type of use we would like to see on the site and how many homes it is likely to deliver.
  • What happens if a site is brought forward for development that is not listed in the Plan?

    The Plan does not allocate all potential development sites in Camden it only focuses on key sites and development areas where more detailed policies are needed to ensure that they are developed in the best way possible. Unallocated sites can still be brought forward and will continue to be assessed using other more general policies in the Development Plan. If you think a key site has been missed from the Plan you can submit new sites by completing a 2020 Call for Sites form and submitting it to the Planning Policy Team.

    How can you have your say and what are the next steps?

    The process for preparing Local Plans includes a number of statutory stages including at least two formal rounds of public consultation. This is the first formal consultation on the Site Allocations Local Plan. During the consultation period we will be using a range of consultation methods to try to engage with as many residents and other stakeholders as possible, including a series of drop-in events across the borough. The easiest way to have your say is by using Commonplace to find the sites and areas you are interested in and fill in the questions at the end of the page. After the consultation period has ended we will prepare a statement setting out information about the consultation, the number of comments, what they said and what we are doing to address them. This statement will be updated and published at each stage of the plan-making process and submitted to the Inspector for consideration as part of the examination of the Plan.
